Dubai tightened control over civil servants

The Crown Prince of Dubai has approved a new punishment system for civil servants.

The Crown Prince of Dubai and Chairman of the Executive Board, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, has approved a resolution regarding the penalties and the procedure for challenging them for employees of Dubai's government organizations.

Under the new rules, violators will be held accountable if they cannot prove that the offense was committed by order of the leaders. Otherwise, the person who issued the order will be liable.

The Director General of each government agency in Dubai is authorized to set up one or more committees on administrative offenses to review individual cases and make decisions within 30 days.

According to the new regulation, even in case of resignation, an employee may be subject to disciplinary action for violations committed by him. Disciplinary measures may include a written warning and withholding of wages for a maximum of 15 days for each violation on a monthly basis. The allowable retention period for salaries may not exceed 60 days per year.

If the employee is absent on the spot without good reason, his salary may be reduced. If the absence period exceeds 15 consecutive working days or 21 working days in a year, the employee will be dismissed from his post. If he provides evidence justifying the absence, the committee will review them and make a decision within 15 days.
